Short summary experiences
I have participated in large complex projects, related mainly to solar energy both CSP and PV, rural electrification, and airport engineering, as developer, advisor to the owner (private and public), Engineer, Tender Agent, Expert, Expert witness, Independent Expert, and Arbitrator in Equity, which allows me to have a global view of the whole project life (project preparation, engineering, construction, and operation and maintenance) and of the needs of the different parties. I have had the opportunity to structure projects financed by International Financial Organizations in more than 15 developing or emerging countries, using FIDIC Contracts as reference.
As arbitrator in equity, I have been sole arbitrator in the disputes related to combine cycles (ACS Cobra vs. Empresarios Agrupados), construction disputes (Roche Farma vs. Metrovacesa and Bioenergética Egabrense vs. Servicios Especiales de Energía) and performance indicators for rural electrification (Dirección General de Electrificación Rural del Ministerio de Energía y Minas (DGER) of Peru and ERGON Perú).
As expert witness in arbitration, I have assisted arbitration tribunals related to construction disputes on large solar power plants such as: PARQUE SOLAR DON JOSÉ, S.A. DE C.V., VILLANUEVA SOLAR, S.A. DE C.V.,/ PARQUE SOLAR VILLANUEVA TRES, S.A. DE C.V., and ENEL/Kino (Mexico). ICC Arbitration Case 25587/JPA.
